Candidate Statements

The DSTC elects officers every two years for two-year terms. Below is the list of candidates for the 2021-2022 term, along with their biography and position statements. The election procedure is detailed in the Policies and Procedures.

Voting is restricted to DSTC active members (also called voting members), to whom voting instructions will be sent by email. There are 35 active members as of December 2020.

  • Chair
    • Xinmiao Zhang, The Ohio State University — Biography (pdf)
      I have more than fifteen years of experience on data storage, in particular error-correcting coding and signal processing for data storage, in both academia and industry. I developed a number of VLSI architectures that brought down the complexities of non-binary LDPC and soft-decision Reed-Solomon and BCH codes by more than an order of magnitude. My recent contributions include coding schemes and their efficient implementation architectures for storage class memories and distributed storage. I published more than 100 papers on related topics and a book “VLSI Architectures for Modern Error-Correcting Codes” (CRC 2015). I also gave overview lectures and tutorials on error-correcting codes in IEEE flagship conferences.
      I am the Vice-Chair from Academia of the DSTC 2019-2020 and was the Vice-Chair from Industry 2017-2018. I was the Chair of the Data Storage Track of ICC 2019 and served on the technical program committees of ICC, GLOBECOM, and NVMW for many years. I am also serving on the Board of Governors of the IEEE Circuits and Systems Society 2019-2021 and Industry Technical Working Group of the IEEE Signal Processing Society 2020-2022. I would like to continue my contribution to the DSTC. If elected, I will continue to strengthen the activities at ICC/GLOBECOM, increase the visibility of DSTC, and improve member participation. Leveraging my experience at both academia and industry, as well as services in other committees, I will also facilitate the participation of industry and promote synergies between industry and academia.

    • Hironori Uchikawa, Toshiba Memory — Biography (pdf)
      I have worked for fourteen years on flash-based data storage systems, in particular LDPC code design and decoding algorithms in both industry and academia. I have developed several VLSI hardware of error correcting codes for flash memories. If given the opportunity to serve this role again, I will continue to enhance the visibility of the Data Storage Technical Committee in industry. I would also like to make more researchers from data storage companies participate to collaborate with academia.

    • Jeongseok Ha, Korea Advanced Institute of Science and Technology — Biography (pdf)
      I have more than ten years of experience on investigating advanced coding techniques for storage devices using non-volatile memories and magnetic mediums. I served on the 2015 DSTC awards committee as a co-chair. Currently, I have been serving DSTC as a secretary since 2017. I would like to put continuous effort to support various events of DSTC as a vice president from academia in collaboration with other officers of DSTC.

    • Seyhan Karakulak, SK Hynix — Biography (pdf)
      I have fifteen years of cumulative industry and research experience in the areas of system architecture for solid- state storage devices, information theory, communication theory, error correction coding, signal processing, machine learning, and statistical learning for magnetic recording and solid-state storage systems. I have been involved with several projects as a system architect that resulted in successful ASIC implementations. I served DSTC as a treasurer in 2019-2020 term. I would like to serve DSTC as a secretary for the upcoming term.

    • Suayb S. Arslan, MEF University — Biography (pdf)
      As an active member of DSTC and a practitioner of research for 15 years, I have thoroughly enjoyed the opportunity to join with colleagues in various professional gatherings and research activities. I believe I can serve the position of Treasurer with few valuable qualities of mine. First off, I have experience managing the finances of three large-scale projects with a total annual operating budget of over $200,000. I have also served for the past three years as awards committee member of IEEE Student competition as a DSTC member. During that position we set-up standardized criteria for the proposed procedures for the decision making process for the award, and voted for the winner. I have extensive academic and industry experiences. In addition to editorial board works and grant writing, I have published over 30 articles in professional journals and provided over 35 national and international conference presentations in some of which I had the active role in the process of granting travel awards for participating students. I have been also involved in patent application processes, screening and evaluation of both international as well as foreign projects.
